Commonwealth Construction Company Limited formed Winvan Paving as a division, which provided civil construction expertise to its core business activity of general construction. Capital City Construction Company Ltd. incorporated under the laws of British Columbia on April 6, 1966, purchased Winvan Paving from Commonwealth in 1971 and operated Winvan as a division. On September 26, 1975, Capital City Construction Company Ltd. changed its name to Winvan Paving Ltd. Controlling interest in Winvan Paving Ltd. remains with the Weismiller family as it has since May 1981.Annually, Winvan Paving Ltd. has sales of $30 million, performs over 300 jobs, and employs 20 salaried people and 85 hourly trades' people.
Winvan Paving Ltd. has its head office in New Westminster at the same location as its asphalt plant, barge ramp, testing lab, and equipment maintenance and repair shop.
